অধিকাংশ শেয়ারের দর বাড়লেও লেনদেন কমেছে ১৯৭ কোটি টাকা

অর্থনৈতিক রিপোর্টার ॥ একদিন দরপতনের পর আবারও উর্ধমুখী হয়ে উঠেছে পুঁজিবাজার। লেনদেন হওয়া অধিকাংশ কোম্পানির শেয়ারের উলেস্নখযোগ্য দরবৃদ্ধির কারণে বুধবার ২৭.৬৮ পয়েন্টের বেশি বেড়েছে ঢাকা স্টক এঙ্চেঞ্জের (ডিএসই) সাধারণ সূচক। তবে সূচক উর্ধমুখী থাকলেও একদিনে ১৯৭ কোটি ৩৭ লাখ টাকা কমে গেছে আর্থিক লেনদেন। শেয়ারের দর বাড়লেও পরিস্থিতি পর্যবেৰণের জন্য অনেক বিনিয়োগকারী সক্রিয় না থাকায় বাজারে লেনদেন কমেছে বলে বিশেস্নষকরা মনে করেন।
বিশেস্নষকদের মতে, রাষ্ট্রায়ত্ত আট প্রতিষ্ঠানের উদ্যোগে ৫ হাজার কোটি টাকার 'বাংলাদেশ ফান্ড' অনুমোদনের জন্য এসইসিতে আবেদন জমা দেয়ার বিষয়টিকে বিনিয়োগকারীরা ইতিবাচকভাবে নিয়েছেন। বাজারে লেনদেনের ক্ষেত্রে এর প্রভাব পড়েছে।
বুধবার অধিকাংশ প্রতিষ্ঠানের শেয়ারের দরবৃদ্ধির মধ্য দিয়ে লেনদেন শুরু হয়। তবে দিনের বিভিন্ন সময়ে বাজারের ব্যাপক ওঠা-নামার কারণে অনেক বিনিয়োগকারীই নিজেদের করণীয় নির্ধারণ করতে পারছিলেন না।
মূলত এ কারণেই লেনদেনে বেশ শস্নথগতি বজায় ছিল। সারা দিনে ৫ কোটি ৪৯ লাখ ২১ হাজার ৯৬৬টি শেয়ার, মিউচু্যয়াল ফান্ড ও কর্পোরেট বন্ড লেনদেন হয়েছে। আর্থিক হিসাবে লেনদেনের পরিমাণ ৭৪৯ কোটি ৯৪ লাখ ২৩ হাজার টাকা_ যা আগের দিনের তুলনায় ১৯৭ কোটি ৩৭ লাখ ৭৭ হাজার টাকা কম।
লেনদেন হওয়া ২৫৬টি ইসু্যর মধ্যে ১৭৫টির দর বেড়েছে। বিপরীতে কমেছে ৭৫টির দর। এছাড়া ৬টি ইসু্যর দরে কোন পরিবর্তন ঘটেনি। তবে সূচক ওঠা-নামার ৰেত্রে সবচেয়ে বেশি প্রভাব বিসত্মারকারী ব্যাংকিং খাতের অধিকাংশ শেয়ারের দর কমে যাওয়ায় দিন শেষে সূচক বৃদ্ধির মাত্রা ছিল একেবারেই কম। ডিএসই সাধারণ সূচক ২৭.৬৮ পয়েন্ট বেড়ে ৬২৪৯.৩৫ পয়েন্টে দাঁড়িয়েছে। দিন শেষে ডিএসইর বাজার মূলধন দাঁড়িয়েছে ২ লাখ ৮১ হাজার ২০৭ কোটি ২০ লাখ ৪ হাজার ৮৮৭ টাকা।
আর্থিক লেনদেনের ভিত্তিতে ডিএসইতে শীর্ষে থাকা কোম্পানিগুলো হলো_ বেঙ্মিকো লিমিটেড, পিপলস্ লিজিং এ্যান্ড ফাইন্যান্সিয়াল সার্ভিসেস (পিএলএফএসএল), যমুনা অয়েল, তিতাস গ্যাস, বেঙ্টেঙ্, গোল্ডেনসন, সামিট পাওয়ার, ডেসকো, আফতাব অটোমোবাইলস এবং মেঘনা লাইফ ইন্সুরেন্স।
দরবৃদ্ধির দিক থেকে শীর্ষ ১০টি কোম্পানি_ সামিট এলায়েন্স পোর্ট, কে এ্যান্ড কিউ, আনলিমা ইয়ার্ন, এমবি ফার্মা, ইমাম বাটন, যমুনা অয়েল, মেঘনা পেট্রোলিয়াম, পপুলার লাইফ ইন্সু্যরেন্স, রহিমা ফুড ও ন্যাশনাল পলিমার।
অন্যদিকে দর হ্রাসের শীর্ষে থাকা ১০টি কোমপানি হলো_ ফার্স্ট লিজ ইন্টারন্যাশনাল, এপেঙ্ স্পিনিং, ইসলামিক ফাইন্যান্স, ইস্টার্ন ব্যাংক, পূবালী ব্যাংক, ৫ম আইসিবি, আল আরাফাহ ইসলামী ব্যাংক, সিটি ব্যাংক, ব্র্যাক ব্যাংক ও পিপলস্ লিজিং এ্যান্ড ফাইন্যান্সিয়াল সার্ভিসেস।

তদন্ত শেষ, রিপোর্ট জমা দেয়া হবে অর্থমন্ত্রী দেশে ফেরার পর ॥ ইব্রাহিম খালেদ

দেশের শেয়ারবাজার ধসের কারণ অনুসন্ধানে গঠিত তদন্ত কমিটি ইতোমধ্যেই তাদের তদন্ত কাজ শেষ করে এ সংক্রান্ত প্রতিবেদন জমা দেয়ার প্রস্তুতি শেষ করেছে। কমিটির প্রধান ও বাংলাদেশ কৃষি ব্যাংকের চেয়ারম্যান খোন্দকার ইব্রাহিম খালেদ বুধবার বাসস'কে জানান, অর্থমন্ত্রী দেশের বাইরে চলে যাওয়ায় আজ বৃহস্পতিবার কমিটির রিপোর্ট জমা দেয়া সম্ভব হচ্ছে না। তিনি বলেন, আগামী ৬ এপ্রিল অর্থমন্ত্রীর দেশে ফেরার কথা রয়েছে। তিনি ফেরার পরই কমিটি তাঁর কাছে এ প্রতিবেদন জমা দেবে।
খোন্দকার ইব্রাহীম খালেদ বলেন, কমিটির ওপর যে দায়িত্ব দেয়া হয়েছিল ইতোমধ্যেই তা তারা সম্পন্ন করেছেন। অর্থমন্ত্রী আবুল মাল আব্দুল মুহিত বুধবার প্যারিসের উদ্দেশে রওনা হওয়ায় রিপোর্ট জমা দেয়ার সময় পিছিয়ে দেয়া হয়েছে। তিনি বলেন, তারা অর্থমন্ত্রীর কাছে সরাসরি এ প্রতিবেদন জমা দিতে চান। কাজেই অর্থমন্ত্রী দেশে ফেরা পর্যনত্ম অপেৰা করতে হবে।
ইব্রাহিম খালেদ বলেন, তদনত্ম কাজে তারা সকল মহলের সহযোগিতা পেয়েছেন। বিশেষ করে দু'এক জায়গায় সমস্যা সৃষ্টি হলেও সিকিউরিটিজ এ্যান্ড এঙ্চেঞ্জ কমিশনের দ্রম্নত হসত্মৰেপে তা নিরসন হয়।
তিনি বলেন, তদনত্ম করতে গিয়ে যে বিশাল কাজ কমিটিকে সম্পন্ন করতে হয়েছে ভালভাবে তা করতে হলে ছয় মাস সময়ের প্রয়োজন। তবে কমিটি দ্রম্নততার সঙ্গে তা সম্পন্ন করেছে। তিনি বলেন, ব্যক্তিগতভাবে আমি মনে করি ছয় মাস সময় নিয়ে কাজ করতে পারলে আরও হয় তো বেশিকিছু পাওয়া যেত এবং সমস্যার আরও গভীরে যাওয়া যেত।
শেয়ারবাজারের অস্বাভাবিক উত্থান-পতন ও বাজারের অস্থিতিশীল পরিস্থিতির কারণ অনুসন্ধানের লৰ্যে সরকার গত ২৬ জানুয়ারি খোন্দকার ইব্রাহিম খালেদের নেতৃত্বে চার সদস্যের একটি তদনত্ম কমিটি গঠন করে। কমিটিকে দু'মাসের মধ্যে তদনত্ম প্রতিবেদন পেশ করতে বলা হয়। কমিটির অপর সদস্যরা হলেন- বাংলাদেশ ইনস্টিটিউট অব ব্যাংক ম্যানেজমেন্ট (বিআইবিএম)-এর মহাপরিচালক তৌফিক আহমেদ চৌধুরী, ইনস্টিটিউট অব চার্টার্ড এ্যাকাউনটেন্টস অব বাংলাদেশের সাবেক সভাপতি আব্দুল বারী ও সুপ্রীমকোর্টের আইনজীবী নিহাত কবির।
খোন্দকার ইব্রাহিম খালেদ বলেন, কমিটিকে কাজের জন্য যে টার্মস অব রেফারেন্স ঠিক করে দেয়া হয়েছিল তার আলোকেই তদনত্ম কাজ সম্পন্ন হয়েছে।

Dividend controversy hits Padma Oil, trade on hold  

The Dhaka Stock Exchange (DSE) yesterday suspended the trading of Padma Oil Company Ltd on charges of illegally revising dividends earlier declared by the state-owned fuel company.

Padma Oil announced a 100 percent cash dividend in December last year but split it into a 50 percent cash dividend and a 50 stock dividend months later.

“The Board of Directors of the company [Padma Oil] changed recommended dividends prior to holding an AGM which is tantamount to contravening an SEC notification,” the premier bourse said in a Web posting.

The DSE had earlier sought opinions from the Securities and Exchange Commission about the trading suspension of Padma Oil saying that revised dividends could impact the market.

In reply, the SEC on Tuesday said the DSE can suspend the trading of Padma Oil, as the revision of announced dividends by the company was not a legal move.

In December last year, Padma Oil announced 100 percent cash dividends but did not inform the SEC or the DSE about its board meeting for the dividend recommendation, although it was a legal requirement.

In January, a Padma Oil shareholder filed a writ petition with the High Court, which stayed the dividend for three months. The petitioner alleged that the company violated the listing rules by recommending a 100 percent cash dividend.

In line with the securities rule, a listed company must notify regulators and bourses before holding a board meeting for a dividend declaration.

On March 20, Padma Oil at a board meeting recommended a 50 percent cash dividend and a 50 stock dividend revising the previous declaration.

Padma Oil last traded on the secondary market on Tuesday, with each share closing at Tk 733.20 on the DSE.

Stocks clock up marginal gains

Stocks gained marginally, hit by topsy-turvy trading, after the state-run Investment Corporation of Bangladesh submitted the Bangladesh fund to the Securities and Exchange Commission for approval.

The benchmark general index of Dhaka Stock Exchange gained 27.68 points, or 0.44 percent, to close at 6,249 points. The selective price index of Chittagong Stock Exchange gained 27.34 points, or 0.24 percent, to close at 11,287 points.

A low trading volume showed that uncertainty pushed down investor confidence.

The government formed a three-member committee headed by Krishi Bank Chairman Ibrahim Khaled on January 25 to probe massive swings in the stockmarket in January.

"Investors lost confidence as some government high officials were found involved in the stockmarket manipulation," said Professor Mahmud Osman Imam, who teaches finance at Dhaka University.

Some retail investors went for small buying while some big players adopted wait-and-see policy, added Osman.

Fuel and power sectors pulled the market up on the day, Reaz Islam, chief executive office of LR Global. “The banking sector needs more correction.”

Most of the major sectors such as fuel and power gained 1.99 percent, non-bank financial institutions 0.40 percent, telecommunication 0.79 percent while the banking sector lost 0.77 percent on the day.

Of the 256 issues traded on DSE floor, 175 advanced, 75 declined and six remained unchanged.

DSE's daily turnover stood at Tk 749 crore, down by Tk 197.37 crore from previous day.

Beximco topped the list of turnover leaders yesterday with 84.66 lakh shares worth Tk 25.32 crore.

Summit Alliance Port was the biggest gainer of the day, posting 8.84 percent rise in its share price, while First Lease Finance and Investment was the worst loser, marking an 18.72 percent fall.

Stock prices on DSE steady

Share prices on Dhaka Stock Exchange (DSE) remained steady with main index DGEN up by 27.68 points Wednesday amid a see-saw movement.

The markets opened in a bullish mood with 50 points rise within five minutes of start of the trading. Soon after that DGEN began to shed points and at 11:30 am, it went into the negative territory. Then again it started to pick up and after several rounds of ups and down it finally closed 27.68 points higher to settle at 6249.35 points.

Market insiders said, the investors sentiment was boosted mainly by the news that the Investment Corporation of Bangladesh (ICB), main sponsor of proposed Tk 50 billion Bangladesh Fund has sought permission for the fund. Market regulator Securities and Exchange Commission (SEC) has assured to give permission to the Bangladesh Fund on urgent basis.

The market sentiment was also boosted by encouraging corporate declaration by four listed companies.

Three companies of Summit Group and Exim Bank made their corporate declaration on the day. Among them, Summit Power recommended 30 per cent bonus, Ocean Containers Limited 25 per cent bonus and Summit Alliance Port recommended 25 per cash and 20 per cent bonus share. Exim Bank recommended 35 per cent bonus share.

In condition of anonymity, a leading broker of DSE told FE that at present Bangladesh Fund remains the core issue for the capital market. As soon as the formalities completed for the floatation of the special fund, it will be better for the market.

"Confusion will persist among the investors as long as the final approval for the Bangladesh Fund comes from the regulator" he added.

Meanwhile, out of 259 issues traded on the day, 175 advanced, 75 declined and six remained unchanged.

Companies with small paid up capital rose on the day. Among the gainers --life insurance rose 3.29 per cent, NBFIs 0.40 per cent, telecommunication 0.79 per cent, fuel and power 1.99 per cent, cement 1.13 per cent and tannery 0.79 per cent.

Among the notable losers of the day---banking sector, the market's bellwether lost 0.77 per cent, mutual fund 0.27 per cent, general insurance 0.14 per cent, ceramics 0.50 per cent and IT sector lost 0.73 per cent.

The broader DSE All Shares Price Index (DSI) gained 25.15 points or 0.48 per cent to 5190.62 points. Although the DSE-20 index including blue chips registered slight decrease of 10.59 points or 0.27 per cent to settle at 3,917.58.

The daily turnover stood at Tk 7.49 billion, which was Tk 9.47 billion in the previous session.

Beximco, PlFSL, Jamuna Oil, Titas Gas, BEXTEX, Golden Son, Summit Power, Desco Aftab Auto and Meghna Life were the top turnover leaders.

The days top gainers list comprises of Summit Alliance Port, Kay & Que, Anlima Yarn, Ambee Pharma, imam button, Jamuna Oil, Meghna petroleum, Rahima food and National Polymer.

A total of 54.92 million shares changed hands on the day against 76.26 million in the previous session. The trade deals also decreased to 151652 against 178,791 in the previous session.

The market capitalization slightly increased to Tk 2812.07 billion against Tk 2,800.86 billion in the previous session.

The top loser of the day was First Lease International losing 18.72 per cent following its record date for dividend entitlement. The other top losers of the day was Apex Spinning, Islamic Finance, EBL, Pubali Bank, 5th ICB, Al Arafa Bank, City Bank, Brac Bank and PLFSL

DSE suspends trading of Padma Oil

The country's prime bourse ---Dhaka Stock Exchange (DSE)---Wednesday suspended the share trading of Padma Oil, as the company breached securities laws by changing its dividend declaration, officials said.

The move comes after an opinion of the Securities and Exchange Commission (SEC) that the DSE can suspend the trading of shares of the company, if the High Court's (HC) order on the company's dividend declaration is not contradictory with the securities laws.

On March 21, the company's board of directors changed the previous dividend declaration (100 per cent cash), and recommended fifty per cent cash and fifty per cent stock dividends for the year ended on June 30, 2010.

A news posted on DSE website said, "The Board of Directors of Padma Oil Company Ltd. have changed recommended dividend prior to holding AGM, which is a contravention of the SEC Notification."

The SEC Notification said, "The decision about recommending or not recommending dividend and entitlement, if recommended, cannot be changed prior to holding of the annual general meeting."

But Padma Oil changed its recommended declaration prior to holding AGM.

In such a condition, the DSE thinks that the company's changed declaration can affect the market price of its shares.

Eastern Bank approves 55pc stock dividend

The 19th Annual General Meeting (AGM) of Eastern Bank Ltd (EBL) was held Wednesday at the Bangabandhu International Conference Centre (BICC) in the city.

Mohd. Noor Ali, Chairman, Board of Directors of the EBL presented the Directors' Report and Financial Statements for the year 2010 before the Shareholders and later replied to the Shareholders' queries.

For the year ended 31st December 2010, the Shareholders unanimously approved Stock Dividend (Bonus Share) at the rate of 55 per cent on the Shares held by each Shareholder as on the 'Record Date,' i.e.. March 1, 2011.

Amid intense competition among the existing Banks, EBL continued to maintain its growth both in terms of business volume and profitability. The year 2010 saw an impressive growth in Operating Profit by about 47.94 per cent and Total Assets of the Company stood at Tk. 82.05 billion at the end of 2010 which is 17.43 per cent higher than the previous year.

During the year, the Profit Before Tax (PBT) grew by 47.83 per cent to Tk. 3,992.41 million. During the year 2010 Earnings Per Share (EPS) was BDT 8.30 (2009: BDT 5.00).

ILFSL approves 60pc stock dividend
FE Report

International Leasing and Financial Services Limited (ILFSL) Wednesday approved 60 per cent stock dividend and right share at a ratio of 1:1 for the year 2010.

The approval came at the 15th annual general meeting (AGM) of the company at the Spectra Convention Center in the city. The chairman of the company Mahbub Jamil presided over the meeting.

S Alam Cold Rolled Steel approves 10pc stock, 5pc cash dividend

CHITTAGONG, March 30: S. Alam Cold Rolled Steels Ltd has approved 10 per cent Stock and 5 per cent Cash dividend for its shareholders for the year 2010. By earning a net profit after tax payment worth Tk 143.45 million for the year ended on 30 September 2010 as against Tk 116.55 million in the previous year, the company recorded 23 per cent increase in its net earning for the year. The dividends were approved at the 10th annual general meeting of the company held at a hotel in the city Wednesday morning.

Shareholders in their discussion in the AGM expressed satisfaction over the performance of the company. Osman Gani, a director from Sponsor Group who retires by rotation, was re-elected in the meeting. Moreover, Md Iftekhar-uz-Zaman, ICB nominee, was elected uncontested as a director representing Institutional Investors' Group and AKM Ali Zohar ACMA was elected on contest as a director representing General Investors' Group, while with due clearance from the SEC, M/s Hoda Vasi Chowdhury & Co., Chartered Accountants, has been re-appointed as the auditors of the company for the next term. In addition, unanimous consent of the company for extension of the tenure of the managing director for a further term of five years was also accorded. With Md Iftekhar-uz-Zaman in the chair, Md Saiful Alam, managing director, Osman Gani, director and AKM Ali Johar, director and a large number of shareholders attended the AGM.

Summit Power: The board of directors of Summit Power Limited has recommended 30 per cent final stock dividend for the year that ended on December 31, 2010. The AGM will be held at Army Golf Club, "GOLF GARDEN" on the VIP Road, Opposite of Radisson Water Garden, Dhaka Cantonment, Dhaka at 11:00am on May 26. The record date is April 10. The company has also stated EPS of Tk 4.0, NAV per share of Tk 29.62 and NOCFPS of Tk 4.57 for the year that ended on December 31, 2010.

Ocean Containers: The board of directors of Ocean Containers Limited has recommended 25 per cent stock dividend for the year that ended on December 31, 2010. The AGM will be held at Army Golf Club, 'Golf Garden', Airport Road, Dhaka Cantonment, Dhaka at 10:30am on May 25. The record date is April 12. The company has also stated EPS of Tk 2.68, NAV per share of Tk 50 and NOCFPS of Tk 2.75 for the year that ended on December 31, 2010.

Jamuna Oil's half yearly accounts disclosed

As per un-audited half yearly accounts as on December 31, 2010 (July' 10 to Dec' 10), Jamuna Oil Company Limited has stated net profit after tax of Tk 413.53 million with EPS of Tk 9.19 as against Tk 258.36 million and Tk 5.74 respectively for the same period of the previous year. However, considering proposed 20 per cent bonus share for the year 2009-10, restated EPS will be Tk 7.66 as on December 31, 2010 and Tk 4.78 as on December 31, 2009. It is to be noted that 'Other Income' of the company was Tk 368.60 million as on December 31,2010 which was Tk 225.40 million as on December 31,2009.

ঘোষিত লভ্যাংশ নিয়ে জটিলতা সৃষ্টি হওয়ায় রাষ্ট্রায়ত্ত প্রতিষ্ঠান পদ্মা অয়েল কম্পানি লিমিটেডের লেনদেন স্থগিত করে দিয়েছে ঢাকা স্টক এঙ্চেঞ্জ (ডিএসই)। গতকাল বুধবার লেনদেন স্থগিতের আদেশ দিয়ে তা ওয়েবসাইটে প্রদর্শন করে ডিএসই কর্তৃপক্ষ। পরবর্তী নির্দেশ না দেওয়া পর্যন্ত পদ্মা অয়েলের লেনদেন স্থগিত থাকবে। এর আগে ডিএসই কর্তৃপক্ষ সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জে কমিশনের (এসইসি) কাছে লেনদেনের বন্ধের পরামর্শ চেয়ে চিঠি দেয়। আদালতে মামলা নিষ্পত্তির আগেই লভ্যাংশের ধরন পরিবর্তন করায় পদ্মা অয়েলের লেনদেন বন্ধ রাখা যায় কি না_তা জানতে চেয়ে এই চিঠি দেওয়া হয়। মঙ্গলবার বাজার পর্যালোচনা কমিটির সভায় এসইসি লেনদেন বন্ধের এখতিয়ার ডিএসইর ওপর ছেড়ে দেয়। সে প্রেক্ষিতে গতকাল ডিএসই এই কম্পানির লেনদেন বন্ধ করে দেয়।
গত ১৮ ডিসেম্বর শেয়ারহোল্ডারদের জন্য শতভাগ হারে নগদ লভ্যাংশ ঘোষণা করে পদ্মা অয়েলের পরিচালনা পর্ষদ। একই সঙ্গে ৫ মার্চ সকাল ১১টায় কম্পানির বার্ষিক সাধারণ সভার (এজিএম) তারিখ ঘোষণা করা হয়। এ জন্য ৬ জানুয়ারি রেকর্ডের তারিখ নির্ধারণ করা হয়।
এই লভ্যাংশে অসন্তুষ্ট হয়ে আজিজ আহমেদ নামে এক শেয়ারহোল্ডার হাইকোর্টে রিট করেন। ওই রিটের পরিপ্রেক্ষিতে হাইকোর্ট গত ২ জানুয়ারি কম্পানির ঘোষিত লভ্যাংশ, রেকর্ড ডে ও এজিএমের তারিখ তিন মাসের জন্য স্থগিত করে। পরে হাইকোর্টের দেওয়া ওই রায়কে চ্যালেঞ্জ করে সুপ্রিম কোর্টে আপিল করে পদ্মা অয়েল লিমিটেড। আপিল বিভাগের চেম্বার জজ হাইকোর্টের দেওয়া আগের রায় স্থগিত করেন। ফলে এজিএম অনুষ্ঠিত হতে আর কোনো বাধা থাকে না। কিন্তু আপিল বিভাগের আদেশের আগেই পূর্বঘোষিত রেকর্ডের তারিখ পার হয়ে যায়। এ কারণে নতুন একটি রেকর্ডের তারিখ নির্ধারণের প্রয়োজন দেখা দেয়।
পরে গত ২০ মার্চ পদ্মা অয়েলের পরিচালনা পর্ষদের এক সভায় নতুন করে এজিএম ও রেকর্ডের তারিখ নির্ধারণের পাশাপাশি পূর্বঘোষিত শতভাগ নগদ লভ্যাংশের পরিবর্তে ৫০ শতাংশ নগদ ও ৫০ শতাংশ বোনাস শেয়ার দেওয়ার সিদ্ধান্ত নেয়। পরিচালনা পর্ষদের সিদ্ধান্ত অনুযায়ী, আগামী ৩০ এপ্রিল সকাল ১১টায় চট্টগ্রামের পতেঙ্গায় কম্পানির মূল স্থাপনায় বার্ষিক সাধারণ সভা (এজিএম) অনুষ্ঠিত হওয়ার কথা। এজিএম সামনে রেখে আগামী ৪ এপ্রিল রেকর্ড ডে নির্ধারণ করা হয়েছে।
জানা গেছে, হাইকোর্টের আদেশ আপিল বিভাগ স্থগিত করলেও মামলার নিষ্পত্তি ঘটেনি। শুনানি শেষে হাইকোর্ট চূড়ান্ত আদেশ দেওয়ার আগে পদ্মা অয়েলের পরিচালনা পর্ষদ লভ্যাংশ পরিবর্তনের ক্ষমতা রাখে না বলে ডিএসই মনে করে। আদালতে মামলা নিষ্পত্তির পর ঘোষিত এই লভ্যাংশ নিয়ে জটিলতা দেখা দিতে পারে। এতে শেয়ারবাজারের বিনিয়োগকারীরা ক্ষতিগ্রস্ত হতে পারে। এ কারণেই ডিএসইর পক্ষ থেকে পদ্মা অয়েলের লভ্যাংশ পরিবর্তনের বিষয়টি খতিয়ে দেখার জন্য এসইসিকে অনুরোধ জানানো হয়েছে। পাশাপাশি উদ্ভূত পরিস্থিতিতে বিনিয়োগকারীদের স্বার্থে কম্পানির শেয়ার লেনদেন স্থগিত রাখার বিষয়েও এসইসির কাছে নির্দেশনা চাওয়া হয়। ফলে লেনদেনের এখতিয়ার ডিএসইর ওপর ছেড়ে দেওয়ার সিদ্ধান্ত নেয় এসইসি। সে প্রেক্ষিতে ডিএসই গতকাল পদ্মা অয়েলের লেনদেন স্থগিত করে দেয়।

অর্থমন্ত্রী দেশে ফিরলে তদন্ত প্রতিবেদন

শেয়ারবাজার ধসের কারণ অনুসন্ধানে গঠিত তদন্ত কমিটি তাদের প্রতিবেদন জমা দেওয়ার প্রস্তুতি শেষ করেছে। কমিটির প্রধান ও বাংলাদেশ কৃষি ব্যাংকের চেয়ারম্যান খোন্দকার ইব্রাহিম খালেদ বাসসকে জানান, অর্থমন্ত্রী বিদেশ যাওয়ায় এখনই কমিটির প্রতিবেদন জমা দেওয়া সম্ভব হচ্ছে না। আগামী ৬ এপ্রিল অর্থমন্ত্রীর দেশে ফিরলে কমিটি তাঁর কাছে প্রতিবেদন জমা দেবে। কমিটির ওপর যে দায়িত্ব দেওয়া হয়েছিল ইতিমধ্যে তা তাঁরা সম্পন্ন করেছেন। তাঁরা অর্থমন্ত্রীর কাছে সরাসরি প্রতিবেদন জমা দিতে চান। কাজেই অর্থমন্ত্রী দেশে ফেরা পর্যন্ত অপেক্ষা করতে হবে। বাসস।
ইব্রাহিম খালেদ আরো বলেন, তদন্ত কাজে কমিটি সবার সহযোগিতা পেয়েছেন। কিছু জায়গায় সমস্যা হলেও সিকিউরিটিজ অ্যান্ড এঙ্চেঞ্জ কমিশনের (এসইসি) হস্তক্ষেপে তা নিরসন হয়। তদন্ত করতে গিয়ে যে বিশাল কাজ কমিটিকে করতে হয়েছে, তাতে ছয় মাস প্রয়োজন। তবে কমিটি দ্রুত তা সম্পন্ন করেছে। উল্লেখ্য, শেয়ারবাজারের অস্বাভাবিক উত্থান-পতন ও অস্থিতিশীলতার কারণ অনুসন্ধানে সরকার গত ২৬ জানুয়ারি খোন্দকার ইব্রাহিম খালেদের নেতৃত্বে চার সদস্যের একটি তদন্ত কমিটি গঠন করে। কমিটিকে দুই মাসের মধ্যে প্রতিবেদন দিতে বলা হয়। কমিটির অপর সদস্যরা হলেন_ বাংলাদেশ ইনস্টিটিউট অব ব্যাংক ম্যানেজমেন্টের (বিআইবিএম) মহাপরিচালক তৌফিক আহমেদ চৌধুরী, ইনস্টিটিউট অব চার্টার্ড অ্যাকাউনটেন্টস অব বাংলাদেশের সাবেক সভাপতি আবদুল বারী ও সুপ্রিম কোর্টের আইনজীবী নিহাত কবির।

বাড়ছে জেড ক্যাটাগরির শেয়ারের দর

জেড ক্যাটাগরি ও ছোট মূলধনী কোম্পানিগুলোর লেনদেন না বাড়লেও বাড়ছে সেগুলোর শেয়ারের দর। কয়েকদিন ধরে শেয়ারবাজারে এ অবস্থা লক্ষ্য করা যাচ্ছে। বুধবার দরবৃদ্ধিতে শীর্ষ ১০ কোম্পানির মধ্যে আটটিই ছিল দুর্বল জেড খাতের কোম্পানি। তবে এসব কোম্পানির লেনদেনের পরিমাণ খুবই কম। এদিকে স্বাভাবিক দর ওঠা-নামা থাকলেও গতকাল দেশের উভয় শেয়ারবাজারে লেনদেনের পুরোটা সময় ঊর্ধ্বমুখী ধারা ছিল। লেনদেনের প্রথম আধা ঘণ্টায় মূল্যসূচক আগের দিনের তুলনায় কিছুটা কমে যায়। সার্বিকভাবে লিজিং এবং তথ্য ও প্রযুক্তি খাত ছাড়া সবগুলো খাতের শেয়ার দর কমবেশি বেড়েছে। গতকাল ডিএসই সাধারণ সূচক ও সিএসই নির্বাচিত খাত সূচক উভয়টিই বেড়েছে ২৭ পয়েন্ট করে। তবে লেনদেনের পরিমাণ উভয় শেয়ারবাজারে কিছুটা কমেছিল।
ঢাকা স্টক এক্সচেঞ্জের লেনদেন পর্যালোচনা করে দেখা গেছে, ব্যাংক, লিজিং, বীমা ও মিউচুয়াল ফান্ড খাতের দরবৃদ্ধি ও কমায় মিশ্র অবস্থা ছিল। ডিএসইতে গতকাল যে ৭৫টি কোম্পানির শেয়ার দর কমে, তার মধ্যে ৫১টিই ছিল এই চার খাতের। বাকি সব খাতের প্রায় সবগুলো শেয়ার দরই বেড়েছিল। ব্যাংকিং খাতের ৩০টি কোম্পানির মধ্যে মাত্র সাতটির দর বেড়েছিল, অপরিবর্তিত ছিল চারটির, বাকি ১৯টিরই দর কমেছে। তারপরও সার্বিকভাবে এ খাতের শেয়ার দর বেড়েছিল দশমিক ৪৩ শতাংশ। লিজিং খাতের ২১টির মধ্যে ১৩টির দর বাড়ে, কিন্তু সার্বিকভাবে দর কমার হার ছিল দশমিক ২৭ শতাংশ। বীমা খাতের ৪৪টির মধ্যে ৩২টিরই দর বাড়ে, সার্বিকভাবে দরবৃদ্ধির হার ছিল দশমিক ৯৯ শতাংশ। বিবিধ খাতে সার্বিকভাবে সর্বাধিক দরবৃদ্ধি পেয়েছে, দরবৃদ্ধির হার ছিল ৫ দশমিক শূন্য ৬ শতাংশ। এর পরের অবস্থানে ছিল সিরামিক্স ৪ দশমিক ৯০ শতাংশ, খাদ্য ও আনুষঙ্গিক খাতের ৪ দশমিক ৬৪ শতাংশ। এ ছাড়া বস্ত্র খাতের সার্বিক দরবৃদ্ধির হার ছিল ৩ দশমিক ৪৪ শতাংশ, প্রকৌশল খাতের ৩ দশমিক ৯৬ শতাংশ, জ্বালানি ও শক্তি খাতে ২ দশমিক ৪৩ শতাংশ, ওষুধ ও রসায়ন খাতে ৩ দশমিক ৩৩ শতাংশ দর বেড়েছে।
ডিএসইতে গতকাল প্রায় ৭৫০ কোটি টাকা মূল্যের শেয়ার ও অন্য সিকিউরিটিজের লেনদেন হয়। খাতভিত্তিক লেনদেনের দিক থেকে ব্যাংকিং খাত ছিল ওপরে। এ খাতে ১০৯ কোটি ৩৯ লাখ টাকার শেয়ার লেনদেন হয়, যা মোট লেনদেনের ১৪ দশমিক ৬০ শতাংশ। এর পরের অবস্থানে ছিল জ্বালানি ও শক্তি খাত; লেনদেন হয় ৯৭ কোটির বেশি টাকার শেয়ার, যা মোট লেনদেনের প্রায় ১৩ শতাংশ। লেনদেনের দিক থেকে এরপরে ছিল প্রকৌশল, বীমা, বস্ত্র, লিজিং এবং ওষুধ ও রসায়ন খাত।
দরবৃদ্ধির তালিকা পর্যালোচনা করে দেখা গেছে, গতকালও ডিএসইতে জেড ও ছোট মূলধনী কোম্পানিগুলোর শেয়ার দর বেশি বৃদ্ধি পেয়েছে। দরবৃদ্ধির শীর্ষ ১০টি কোম্পানির মধ্যে আটটিই ছিল জেড ক্যাটাগরির শেয়ার। দরবৃদ্ধিতে শীর্ষ লিগ্যাসি ফুটওয়্যার কোম্পানির শেয়ার দর এক মাসে ২৫ টাকা থেকে সর্বোচ্চ প্রায় ৫০ টাকায় লেনদেন হয়েছে। একইভাবে জেড ক্যাটাগরির অন্যসব শেয়ারের দরই এভাবে বাড়তে দেখা গেছে।
ডিএসইতে লেনদেন হওয়া ২৫৬টি কোম্পানির শেয়ার ও অন্যান্য সিকিউরিটিজের মধ্যে ১৭৫টির দর বেড়েছে, কমেছে ৭৫টির এবং অপরিবর্তিত ছিল ছয়টির দর। দেশের অপর শেয়ারবাজার চট্টগ্রাম স্টক এক্সচেঞ্জে লেনদেন হওয়া ১৯৭টি কোম্পানির শেয়ার ও অন্যান্য সিকিউরিটিজের মধ্যে ১০০টির দর বেড়েছে, কমেছে ৮৬টির এবং অপরিবর্তিত ছিল ১১টির দর। মোট লেনদেনের পরিমাণ ৭১ কোটি ৭২ লাখ টাকা মূল্যের শেয়ার। সিএসই নির্বাচিত খাত সূচক ২৭ পয়েন্ট বেড়ে ক্লোজ হয় ১১২৮৭ পয়েন্টে।

পদ্মা অয়েল কোম্পানি লভ্যাংশ ঘোষণার ক্ষেত্রে বিধি লঙ্ঘন করায় বুধবার ঢাকা ও চট্টগ্রাম স্টক এক্সচেঞ্জ কোম্পানির শেয়ার লেনদেন স্থগিত করেছে। পরবর্তী সিদ্ধান্ত না হওয়া পর্যন্ত এ স্থগিতাদেশ বহাল থাকবে। এ বিষয়ে নিয়ন্ত্রক সংস্থা সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (এসইসি) মতামত চাইলে গত মঙ্গলবার সংস্থার বাজার পর্যালোচনা কমিটির বিশেষ সভায় সিদ্ধান্ত হয়, স্টক এক্সচেঞ্জগুলো চাইলে সংশ্লিষ্ট কোম্পানির শেয়ার লেনদেন স্থগিত করতে পারবে।
স্টক এক্সচেঞ্জ সূত্র জানায়, একবার নির্দিষ্ট পরিমাণ লভ্যাংশ ঘোষণার পর নিয়ন্ত্রক সংস্থার অনুমতি ছাড়া লভ্যাংশ ঘোষণা বেআইনি। এ ধরনের সিদ্ধান্ত শেয়ারবাজারে কোম্পানিটির শেয়ার দরে ব্যাপক প্রভাব রাখার সম্ভাবনা রয়েছে। তাই বিনিয়োগকারীদের স্বার্থে পদ্মা অয়েলের লেনদেন স্থগিত করার সিদ্ধান্ত নেওয়া হয়েছে। উল্লেখ্য, ১৮ ডিসেম্বর জ্বালানি ও শক্তি খাতের পদ্মা অয়েল কোম্পানির পরিচালনা পর্ষদ গত আর্থিক বছরের জন্য শেয়ারহোল্ডারদের ১০০ শতাংশ নগদ লভ্যাংশ প্রদানের সুপারিশ করে। এরপর গত ২ জানুয়ারি আজিজ আহমেদ নামে এক শেয়ারহোল্ডার ওই লভ্যাংশ প্রদান সংক্রান্ত কার্যক্রম স্থগিত করার আবেদন করে হাইকোর্টে রিট করলে উচ্চ আদালত ওই লভ্যাংশ প্রদান ও ঘোষিত রেকর্ড ডেট তিন মাসের জন্য স্থগিত করে আদেশ প্রদান করেন। এরপর কোম্পানি হাইকোর্টের আপিল বিভাগে সিভিল আপিল করলে হাইকোর্টের রায় স্থগিত করে আদেশ দেন। পদ্মা অয়েল কোম্পানির পরিচালনা পর্ষদ গত ২০ মার্চ আগের লভ্যাংশ ঘোষণা সংশোধন করে ৫০ শতাংশ নগদ ও ৫০ শতাংশ বোনাস লভ্যাংশ দেওয়ার সুপারিশ করে। রেকর্ড ডেট নির্ধারিত হয় ৪ এপ্রিল। আগের ঘোষণা অনুযায়ী কোম্পানির বার্ষিক সভা ৫ মার্চ অনুষ্ঠিত হওয়ার কথা ছিল।

বাইব্যাক আইন ১৫ দিনের মধ্যে সংশ্লিষ্টদের মতামত চেয়েছে বাণিজ্য মন্ত্রণালয়

কোম্পানি আইনে বাইব্যাক (শেয়ার পুনঃক্রয়) ধারা সংযোজন বিষয়ে বাংলাদেশ ব্যাংক, সিকিউরিটিজ ও এক্সচেঞ্জ কমিশন (এসইসি), বাংলাদেশ অ্যাসোসিয়েশন অব পাবলিকলি লিস্টেড কোম্পানিজকে (বিএপিএলসি) আগামী ১৫ এপ্রিলের মধ্যে লিখিত মতামত প্রদানের জন্য বলেছে বাণিজ্য মন্ত্রণালয়। গতকাল বুধবার বাণিজ্য মন্ত্রণালয়ের উদ্যোগে কোম্পানি আইন সংশোধন বিষয়ে অনুষ্ঠিত এক বিশেষ সভায় উল্লেখিত প্রতিষ্ঠানগুলোর যৌথ সভায় এ নির্দেশ প্রদান করা হয়।
বাণিজ্য মন্ত্রণালয়ে অনুষ্ঠিত ওই সভায় বাণিজ্যমন্ত্রণালয়ের একজন যুগ্মসচিব, বাংলাদেশ ব্যাংকের একজন মহাব্যবস্থাপক, এসইসির সদস্য ও তালিকাভুক্ত কোম্পানিগুলোর প্রতিনিধি উপস্থিত ছিলেন।
সূত্র জানায়, বাইব্যাক বিষয়ে খসড়া উপস্থাপিত হলেও এ বিষয়ে বিস্তারিত আলোচনা হয়নি।
