Some of the new songs like Bad Romance is based on their experience in real life. What do you think?

I think the majority of songs are, but not all of them, not every singer could of experienced what they sing about.

As well as Luke, I don't think all the songs are of personal experiences, but there are a few I know of based on real life.

Considering the millions upon millions of songs that have been written, I  am confident that not all of them are based on personal experience.  In fact, I am willing to argue that not even 50% are based on personal experience.

All writers (whether it be songs, novels, screenplays, etc.) draw from personal experience. They might even do it without realizing it. I've read several interviews where writers state that they only realized after their work was published that some of their characters were based on people they knew in real life.

I find it doubtless that any lyricist has drawn on personal experience for at least one piece.

So yes, I agree with the OP.

What about a ton of power metal, folk, and lots of other stuff like that?  The songs are based on stories, books, history.  None of that is based on personal experience.  A lot of songs are also just the writer's imagination.
