Nah, just because a skill has an attack rating of 3,000 doesn't mean it will do 3,000. Defense of the opposing character comes into effect, as does evasion and elemental resistances. (Not calling you out, just trying to give you a better understanding of how it should work. ^^)

I do agree however, that debuffs would be nice.
