I would like to suggest that if a person has won or place in the top 4 places that they should be excluded from entering for a certain amount of time to give others a chance.
It is beginning to look like certain players are looking on this competition as their own little money spinner & with the amount of Friends they have & extra accounts they have the monopoly on this comp all sewn up.
Please either make it fair by making the vote by the Dev's or as first suggested exclude players who are out to enter week after week.

Exclusion for the month won't stop the people who are using other accounts. just allow only one tank per week per individual.

They claim to be removing votes from cheaters. That's fine, but I also think such cheaters should be banned from ever entering the contests again. It's no longer fun to scroll through the entries and see such ugly tanks with high votes.
