It's a net gizmo and you're right ... probably only specialized utility unless it can go 75 mph down the interstate.
When I saw it, I thought of The Dali. We often have elderly people who drag around museum-supplied, foldable chairs on our tours. It'd be good for them.

Very cool ! I can see many uses for it. I think in terms of my kids trying to get from class to class in a large building in a limited amount of time. My parents who love to go out and about and explore but poop out pretty easily ... they'd never use a wheelchair but this ? Maybe. Could take the place of a sort of conveyor belt system where files are sent from area to area of an office.
