where do i take the signal flares and fire them? it says western village: outer area, but where's that? |

OFFLINE | Go near the portal to Outer area (but dont go to outer area) then open your inventory then use your signal flare  |

use map it even SAYS where is portal that leads to "western village: outskirts" (that's full name) and as Levi Abraham Lumba says don't go trough portal you use flares near portal in your inventory.
EDIT:
heh didn't notice that I write outer area instead outskirts but to me it bears same meaning xD |

OFFLINE | stand next to or close to the portal and use the flare. hover the mouse over items and it will tell u the information about it. to use an item left click it. to separate an item hold the shift button and right click it. |
