My partner and I are friends and neighbors in all of our games.  It gives me the option to send her gifts and says they are sent, but she doesn't get them.  I can receive gifts from her.  Anyone have any ideas how to fix this problem?

My problem was not being able to add neighbors for several days.  According to Zynga this is a limit imposed by Facebook on all types of "requests" across all applications.  It doesn't matter if it's gifts, neighbors, etc.  That's why I'm posting here.  I believe that we should be able to add or delete Facebook friends plus game friends/neighbors without limit by Facebook.  Limits on gifting should be within the control of Zynga because that could easily swing the economy of the games.

Is it a fact that Facebook is limiting game play by restricting "requests"?  If so, is there anyway to petition a change for this from Facebook?
