In last two months this problem happens to me and to other people, sometimes i can't send friend request even to person that i personaly know, Error message appears: the request can't be sent.   What to do in this situation if you realy wan't to connect with this person , one way is to send message to this person and ask her to add you as friend, or to ask a mutal friend to suggest you as friend to this person. but it's annoying, Is this facebook bug or what, can we expect to this problem to be fixed soon?

There's all kinds of bugs like that. Most of the time, they manage to fix themselves pretty quickly. I've had issues where I would go to update my status, and it would tell me that it's busy or that it can't do it at this time. But it eventually fixes itself. Just give it time.
