New World Coalition:

Police Overview:

Police officers will be seen in the major NWC controlled cities as well as keeping a known presence in NWC “outlander” areas. Here they will be remnants of paramilitary police forces (S.W.A.T, ATF, FBI HRT, and US Customs) that existed before the NWC presence in America and organized under one enforcing agency.

I don’t want to get too detailed by having Sheriffs, Sheriffs Deputies, County Police and such, just blue cops walking the beat by themselves or roaming in police cars in the cities. And then, if there is a riot, cops with riot shields and clubs forming lines.

They will help control the citizenry inside these cities by combating riots, trying to weed out the Rebel resistance movements, “checking” citizens (As discussed in the Bar-coding topic), but primarily enforcing conventional traffic and social laws that existed before the NWC.

As mentioned before there will be a police force presence in the “outlander” areas, outside the cities. Here, they will be augmented by regular Army and NWC ground forces but still keep to policing as their duty and will not be attacking Rebel front lines with the military.

*This may be taken a step further as the police units outside the cities could walk the beat in groups of 3 or 4 and having heavier armor with better weapons, equipment, tactics, and skills.

Military Overview:

The NWC military force in America will have two parts: The US military units and the supporting NWC forces themselves. Again, the NWC forces will be a conglomeration of foreign nations and will have mostly withdrawn in bulk. A lot of their machinery will have been captured by the Rebels which will be used to combat the remaining NWC and US forces.

*I think a total withdrawal of NWC coalition forces will betray the “no Americans-killing-Americans” aspect of the game. They should be present, however mainly in the “outlander” areas supporting US forces and perhaps not aggressively attacking the Rebels themselves. The NWC units will be distinctly different from those of the US military, I am not thinking several variants from each country but just one variation to show that there is a difference.

The US military forces will be mainly active duty units. I am thinking that perhaps many of the National Guard units defected to the other side, mainly in the territories that are under Rebel control. So, in those areas, some US military hardware being used by the Rebels can be expected as well.

The US and NWC military forces will be based out of the major military instillations in each Region as discussed in topic “NWC and Rebel Force Alignment” and will have little to do with the main cities under NWC control, unless for defense from Rebel attack. Both military groups will be offensive fighting forces combating the Rebels in the “outlander” areas of the map and on Rebel home-turf.

A distinguishing aspect in the characteristics between US and NWC armor could be that NWC machines could have a more rusty and antique-Russian feel to them with the use of slanted armor and over use of Reactive Armor plates on the outside while the US vehicles could be more suited for versatility in having various compartment blocks on the outsides for storage or housing of different types of equipment.

Rebels:

Police Overview:

I think that the Rebel forces themselves could act as both the fighters and police in the Rebel controlled cities. Remember, the Rebels are not as “totalitarian” as the NWC, and may have a more cohesive relationship with the citizens inside their territory. Many Rebel soldiers, though living in these encampments when combating the NWC most of the time, may have families or friends in the cities and towns inside their lines. [The last comment won’t actually be a real part of the game though it may be something to think about when forming the characters, their histories, and their personalities]

Military Overview:

The Rebels will be all military. They will be a mix-match of professional soldiers formerly part of the US military (both retired and defected) and civilian recruits who want to fight. This could be evident in the NPC uniforms, some may be wearing all cammo and professional, some may be wearing jeans with cammo jackets, some wearing all civilian attire with military LBE’s on, or a mix-match of the above. My idea is something similar to the Bosnian fighters in the movie “Behind Enemy Lines”.

These rebel encampments will vary on size, design, and accommodations. Mess halls, tents, trenches along the perimeter, corrugated tin buildings to house vehicles and equipment could be the norm; maybe a few Simi-underground facilities for briefing/operations rooms, SAM and anti-tank bunkers, outposts along the perimeter, and other wooden/concrete structures.

**An addition to this, I don't think there will be much built-up and complex infrastructure on part of the Rebels. The ammount of time after the start of the Rebellion to when the time when the game takes off in the timeline would be too soon, I think, given the resources at the Rebels' disposal, no complex underground facilities... perhaps aside from possibly an occasional decomissioned missile silo somewhere in the Kansas area... the afore mentioned buildings and structures will be mostly built up in remote areas, perhaps as part of Rebel FOB's. Mainly however the rebels will find avaliable infrastructure and claim it, or to a limited extent re-build, or fix, some of it for themselves.

Sounds good. Are we going to assume that the ex-military soldiers would be responsible for the training of new civilian recruits and rebels? The rebels wouldn't be very effective if they had little to no military training, so some of the areas may also have training camps or that could be part of the plot.

Yes, very much so! If the player goes with either the Rebel or NWC faction they will go throgh some sort of "Basic training" ...and maybe, depending on how much they have advanced with their weapon skill before going ... the player may advance faster and/or get some sort of reward upon completion.

On another note, having just completed Half-Life Episode One I really like the feel of how the rebels and the Combine were presented as the two major factions. I mean, this isnt going to be Half-Life, but that mission where you have to escort people to the train at the end and you see people wearing red crosses on their sleeves but that the same time wielding a machine gun... something like that.

On second thought, having just read this article:

http://en.wikipedia.org/wiki/Reactive_armour

Look at the section on "Electric Reactive Armour" ...I think that could be evident on vheicle in the future instead of esplosive reactive stuff
