I think important topics for each forum should be able to be pinned by forum moderators.  Examples would be specific rules for a certain forum, or pinning threads that will decrease spam such as the "ADVERTISE YOUR BAND HERE" thread in the Metal forum

• No harassment
• No spamming
• No duplicate Topics/messages
• No pointless topics/messages
• No posting in the wrong Forum category
• No Advertisement
• No inappropriate content (Adult etc.)

Yeah, I know, but most people who enter a forum do not pay attention to the main topics at the top of the forum.  I have found this through experience in many forums.  Just trying to help

Anybody who has posted in a high traffic forum knows this does not work, and that things need to be reiterated  for people to follow directions. I feel like I am at work right now. You ask for suggestions from knowledgeable people and when we give you suggestions, you think you have the problem solved with the current features/rules/etc.. We are thinking "down the road," you guys are thinking "right now."  We are just trying to help for when there is an onslaught of millions people posting here.  Just like a business, have a plan for the future.

All the topics pinned by mods will be shown as pinned.
