I have tried to find a way to lock a category...

I have different category  in my forum but I want to lock one so only Admins can only start a new topic in the area.
Can this be done and how..

When I go to the forum management - if I untick lock cats,  admins cannot start a new topic.. but if you tick the box anyone can start a topic...

Is there a solution?
