We are seeing the best way to get joiners is to increases your facebook likers - there is a direct correlation between the sites with the most likers and those with the most joiners.

The easiest way to do this is find another local directory page or local wedding fayre page and work your way through their list of likes (use someone elses hard work!)

works great - its also good if you like a few of their posts and even better if you can personalise the message to say love your cakes/stationery/photos etc so they feel like you have looked at the page.
