How do I make it so user's can't create a new forum through my page?


I have a ghost category that I can't delete. I've tried looking everywhere for a delete button but I just can't seem to find one. I have my forums set up on my page, but when I log out and go onto another facebook account and go to the forums on my page it doesn't show my forums but something else. I really need help with this one.
