So The last main quest I completed was in the Wind Valley and since then I haven't been able to do anything main quest or subquest wise (sub quests stopped after the Ruins Historic) do I need to complete the D-Terminal Dungeon or some of the Daily Quests before I can progress???

Check out Digimon Farm too. If still no quests, you might only need to level your digimon up before getting new quest. You can also try to check out Yokohama East and the Oil Refinery maps.

been to all those places I'm level 25 now with a level 39 digimon when I did Digifarm not too long ago I only had subquests to do there and in Ruin Historic and when I did Oil factory not too long ago the only thing there is just to level up no quests or subquests, in the area beyond Cerberusmon I did Falcomon's first medicine quest which was a main but now everyone has a grey ! above their heads in that area so I don't think I can do those yet.
