I. Federal Faction: The Federated North American Republics (“FNA”, abbreviated) will compose of an active military fighting force (The Federal Guard) as well as political a component (The Federal Commonwealth) which will work with the New World Coalition politically. There will also be additional police forces present on the Federal/NWC side. Political, military, and police force structure will be similar to that seen today; a well structured and ordered chain of command will be seen on the Federal side with NWC civilian/military oversight.

A. Federal Commonwealth: My thought is that after the “New World Reformation” (The abolishment of the U.S. Constitution and the instatement of a new charter) the NWC would have broken the U.S. down into different territories (by state), keeping as much as possible the original shape of each to prevent needless confusion. These “Districts” will represent the individual “states” from the former U.S., but now, each serving a different bureaucratic purpose in the post-reformation world (from a poetic stand point this serves to remove and strip any “American” identity that are left).
Each “District” acts as an independent republic but is kept together, still, by the NWC and their representatives who make up the “Federal Commonwealth”. These will essentially be the Senators and Representatives (just like today… or rather, more like during the colonial period where each state was more independent from each other but still united by congress) from each District who will meet to discuss policy, under the guidance and control of the NWC of course. There will also be collective representatives who represent each Region as a whole, oversee the Districts, and keep the general consensus in favor of the NWC.
Even within the Federal Commonwealth there will be those who are more anti-NWC than others as well as those who are more pro-NWC. The relationship will be more like that of Russia’s satellite states during the Cold War. They being for the most part with the Soviet Union, but still, there will be dissent and opposition within the regime.
Also, with each District being more independent there will be a wide range of experiences from District to District. By this I mean that there will be very wide opinions, views, and the general attitude as a whole, that the populace feels towards the NWC. Some Districts will be better off, cleaner, less imposing, than others; and some will be harsher, more violent an imposing.
B. Federal Guards: Will consist of remnants of the United States military (with the addition of a "special assignment unit" that the player will be assigned to should they go to the Federal faction) that was placed under control of the NWC at the time of the New World Reformation (2043 era). This will compose of two additional sub-faction types of characters that will become evident in the Game: Loyalists and Federalists, both of which will be evident in all branches of the Federal Guards and within the Federal Commonwealth as well.
1. Loyalists: Will be members of the Federal Guard who are opposed to the idea of forced servitude to the NWC, their instated “State of Emergency” within the FNA, and the NWC as a whole. They remain ‘loyal’ to the older and outdated American Constitution, however, because of circumstance, they remain aligned alongside the NWC and their coalition forces against the Rebels. These will be the people who are looked down upon by the NWC, be seen as heretics if found out, and possibly removed from their position and potentially jailed (imagine a Stalin-era Soviet Union and how they viewed religion, capitalism, and such… sort of… only in the sense that these guys are being purged from the military and from politics and are not respected by the NWC)
2. Federalists: These individuals remain faithful to the New World Coalition, its actions and policies. These are the hardliners that defend the NWC and the instated puppet government controlling the FAR. These are also just one of the character types who will seem to be “evil” in game (the other being various Rebel sub-faction groups, Mercs, and others, as mentioned later).
3. Within the Federal Guards, there will be conventional military units that the NWC will have kept, leftover from the (formerly U.S.) military, but reorganize them in the post-New-World-Reformation FNA as being different units and organized differently. These will include the Federal Army, Federal Navy, The Elite Guards (Marines), and the Federal Air Forces. Again, there will be a mix/match of these units in each geographic Region: NW –Army (Primary) and Air Force, SW – Elite Guards, CENT – Air Force (Primary) and Army, SE – Army (Primary) and Navy, NW – Army, Navy, Air Force, and Elite Guards.
*In addition to the 4 branches of service will be an additional 5th branch that acts as a specialized augmentation force, that does not act as one body, by assigning its oerators to various positions in other branches of service where needed. This will be the force that the player is part of if they go Federal (This will be discussed in more detail in a later post).
4. Within each branch of the Federal Guards there will also be distinctive “elite” military units that will pose an additional challenge to the player, along with convention units expected to be part of that branch of service:
i. Army – Snipers and Rangers (in addition to conventional infantry, tanks, attack/transport helicopter aircraft, artillery, and APC’s)
ii. Elite Guards – Recon Guards (in addition to tilt-wing/rotary aircraft, tanks, and AFV’s)
iii. Air Force – Pararescue and Combat Controller type units (in addition to conventional base Security Forces, jet/bomber aircraft, and helicopters)
iv. Navy – SEAL type units (in addition to jets and remote drones [Remote drones subbing in for actual ships because it may be too impractical to have side missions showing the player attacking on the high-seas])
C. Police Forces: Within NWC and Federal controlled areas will be police forces that will act as an internal force to combat the Rebels and other threats (as opposed to the NWC military and Federal Guards who will be more of an external fighting force combating the Rebels away from the cities). Police forces will be composed of elite paramilitary forces that will resemble something similar to S.W.A.T units, who will be combating Rebel presence in the main cities, and ATF/Customs forces that will be in the outlander areas, that will be acting as a force that controls the citizens directly and enforces NWC law (Something similar to District 9, where the guy is part of that police team in the alien ghetto). Aside from being an additional force supporting the NWC and another element that the player will have to watch out for, if they choose to go Rebel, the police forces won’t have many dynamics to them. They will always be aligned with the NWC; the main conflict in the story is between the NWC, Federal, and Rebel forces. The police will be there only to enforce NWC law, though they will ‘technically’ be under Federal control.
II. Rebel Faction: The Rebel side will be very simplified and generic. Each Encampment commander will, to an extent, act as the ruler or governor of his/her Encampment and the area therein. They will be more like warlords in the sense that they will have military AND political powers (not all being necessarily “blood-thirsty” people). They will control the territory they have however they wish, some being harsher than others. Similarly to the NWC administered “Districts” these Rebel encampments will vary widely in attitude, presence, and appearance.
There will be a loose command structure within these encampments and over all Rebel forces as a whole. There will be one national commander who will be respected enough to maintain order and control over all the Rebel forces nationwide. They won’t be a commander in a traditional sense, rather will be more of a medium through which other encampment commanders will communicate with each other, resolve disputes, and try to coordinate national efforts (reference Ahmed Shah Massoud, Afghan Northern Alliance leader).
Below the national commander will be the individual encampment commanders and vice/deputy commanders. Within these encampments, the chain of command will be even vaguer and less professionally structured than that of the NWC. The Rebel forces will be composed of some ex military personnel who would most likely have created some sort of structure; however, being mostly civilian recruits and volunteers, there will not be overall discipline and professionalism seen on the other side.
Ex-military personnel will act more in the NCO capacity by leading, commanding, and training small teams of fighters that will combat NWC and Federal forces. I would not expect there to be much of an officer corps in the Rebel ranks, not many would be experienced or disciplined or respected enough to command such large groups of people, perhaps 50 or so, at the most.
Under these NCO-type leaders would be more structured groups as each team would be more like a family in that these fighters would spend a lot of time together, stick together, have better knowledge of each other’s capabilities, and have more defined levels of respect for one another. Under these NCO’s there would be a more defined hierarchy of leadership consisting of leaders under the NCO's, who would lead smaller teams of fighters. This would be the lowest element in the Rebel structure.
The size and structure may vary depending on the Rebel Encampment, the number of fighters and location. Not all Rebel Encampments will be structured the same, there is no IG inspecting standardization, but they won’t be totally different.
