We posted ads to build our teams on craigslist.

We found our worship leader and our former Kids Pastor, and others on there!

What worked for us was to think of just about every category of person you are looking for, marketing, music, vocalist, guitar player, drummer, audio engineer, early childhood development, etc. and post individual ads for each. Include the links to your website(s) and a bit of your vision in the post to pique interest.

We still get people around here that remember our ads from over a year ago.
