Iambelso told me this in response to something I wasn't sure about!  Sharing it here for others.

It takes 10 attacks to take a city and you can only attack a person 5 times in a day. So you need help to occupy a city.  


I thought someone was trying to take my city one day, but turns out it was just the oasis. Whew.
