Sure, I think if you build up a big enough body of evidence that you could label them a metal band. Honestly, I've not listened them to even close to the amount to where I can even form an educated opinion, but from what I recall what I heard didn't stimulate the "this is metal" part of my brain. I'm not going to dismiss the possibility all together though. In fact, I think I may have seen a similar thread on another board. I'd have to check out a lot more of their stuff before I could say one way or the other what I think.

I don't think it really matters.  While these arguments make for a discussion, they are usually pointless.  I do not think Jethro Tull had any intention to write heavy metal music, therefore, they are not a heavy metal band.  This is the most solid argument I can come up with that is not based solely on opinion.

they'd definitely not class themselves as metal, nor would i. i've been a huge fan since i was a little kid though and i even saw them live back in 2007! amazing band

while i cant really agree that Tull is metal there is definately a a huge Tull influence on metal.

acts like Iron Maiden claim them as an influence.

I wouldn't necessarily consider Jethro Tull. An influence yes, metal no.
